A Study on the Embedding of Social Work into Community Elderly Services from the Perspective of Institutions and Life: A Case Study of Beijing M Social Work Organization

Under the background of innovating social governance and deepening reform in an all-round way, the state pays more and more attention to promoting the innovation of social governance mode, strengthening the public service and management function of grass-roots government, and cooperating with social forces to promote the diversified development of governance subject. The aging degree of China is deepening, and the development of community pension service has become one of the current social service priorities. As an important social support force in the old-age service, social work organizations are increasingly involved in the community old-age service.

Based on the case study method, this paper takes the M social work organization of Beijing as the research object, carries on the field investigation and the in-depth interview in the past three months, tries to use the "system and life" theory as the analysis angle. Focusing on the task goal of "community elderly service construction ", this paper observes and analyzes the action strategies and logic of different subjects and the operation status of social organizations from three aspects: relationship embedding, organization embedding and service embedding, and discusses the practical operation process of M social work institutions embedded in community elderly service and its predicament root.

The study found that social work organizations are connected with clients, grass-roots governments and social elite, and each subject is subject to the rules and regulations of the organization driven by personal interests; the organizational structure and operation of social work organizations are shaped by different organizational environments in different periods, showing the trend of construction exploration to innovation (2) Through the analysis of the basic logic of the embedding process, we further find that social work organizations are absorbed into the complex rights system of the blocks in the process of social service, and the organizational attention is focused on the operation of situational legitimacy and tied up by the legitimacy mechanism. The organization provides the service selectively,

the specialization is gradually dispelled, causes the organization internal governance to be rolled up significantly, limits its depth to embed into the grass-roots governance service. (3) In view of the above-mentioned problems, this paper discusses the promotion of social work organizations' autonomy and the optimization of the grass-roots administrative environment in order to better resolve the difficulties in the actual supply of social services, and recognizes the sustainability elements and environment of embedded development of social work organizations.
